In the period 1998-2005 Birkeland worked as Senior/Head Consultant at IBM Consulting Services, where she also had a number of assignments in the health and education sectors. From 1978 to 1983 she worked in the Norwegian Directorate of Health, and in the periods 1983-1992 and 1997-1998 in the Ministry of Social Affairs and Health. From 1992 to 1996 she served as political advisor to the Prime Minister’s Office. From 1992 to 1996 she was also a member of Oslo City Council, and she has held and continues to hold a number of positions as board member (including the National Council of the Norwegian Trekking Association, The “Bien” Savings Bank and Vestlandsforskning).
