Kværk’s educational background is in political science from the University of Oslo. He has worked as head of administration and research advisor at ARENA Centre for European Studies at the same university.
Kværk is an experienced research manager and has developed and managed a range of large international research projects funded by the Research Council of Norway, the EU’s framework programmes (from FP5 to Horizon Europe), as well as a number of other research funders. Several of these projects have been highlighted as best practice by the European Commission, such as the GLOBUS project selected as an “early success story” in the interim evaluation of the Horizon 2020 programme, and the RECON/FP6 project evaluated as delivering “far beyond what is expected of a research project” with “highly efficient” management.
